This report summarises the key concerns around the revised report of MEITY's Committee of Experts on the Draft Non Personal Data Framework. The concerns and challeneges were raised during our virtual discussion on the revised report held on January 15, 2021. The discussion saw participation from multiple stakeholders including lawyers, researchers, industry representatives, public policy professionals, and academics, among others.
The discussion focused on the need for and stated objectives of the framework, and whether its current form would help achieve its intentions. Stakeholders also raised key challenges with definitions of public goods, communities, and that of non-personal data itself. Further, issues around compliance, implementation at scale, conflicts of interest, and how businesses would have to adjust was discussed as well. Given the global nature of internet architecture, adequacy emerged as a key concern.
